1. These rules are established for the efficient and convenient open sharing of the scientific data of the Macau Science Satellite-1 (MSS-1) jointly developed by the China National Space Administration (CNSA) and the Macao Special Administrative Region Government, to serve scientific research on the Earth's magnetic field and space environment, and to promote exchanges and cooperation.
2. These rules apply to scientific and applied research and other activities conducted using MSS-1 scientific data, as well as scientific research institutions and individuals engaged in these activities.
The activities within the scope of application of these rules and the subjects of such activities shall conform to and comply with laws, regulations and relevant policies, respect and protect intellectual property rights, and abide by academic norms.
3. The MSS-1 scientific data are owned by the China National Space Administration (CNSA) and the Macao SAR Government. The China National Space Administration is responsible for the work related to the signing of cooperation agreements on MSS-1 scientific data between governments or between government departments in the field of space.
4. The MSS-1 scientific data products are divided into:
Level 0 data: data products consisting of data frames after the original data downlinked by MSS-1 has been received by the ground station, demodulated, frame synchronised, descrambled and channel decoded;
Level 1 data: data products in a uniform format for each scientific payload after decompression, timing synchronization, de-duplication and error correction, format conversion, and information on auxiliary parameters (e.g. temperature, orbit, attitude, etc.) required for subsequent processing;
Level 2 data: physical observation time series data products with precise spatial and temporal information after coordinate conversion, data calibration, data correction, and the use of models to remove satellite interference factors.
5. MSS-1 scientific data are provided as classified by user category. Users are divided into four categories: core users, R&D users, professional users, and public users.
Core users refer to the Chief Scientist and the defined work team members (units).
R&D users refer to the participating research units, including payload units, outside core users, and involved in the satellite engineering mission.
Professional users are entities or individuals who have access to specified satellite scientific data under specific agreements.
Public users are defined as entities or individuals other than the above three categories of users.
6. During the in-orbit test phase of MSS-1, in principle, only MSS-1 scientific data will be open to core users and R&D users. Core users can obtain the required Level 0 data and necessary engineering auxiliary data promptly, and R&D users can obtain the quasi-real-time Level 0 data of their participating payloads and their necessary engineering auxiliary data.
During the operational phase of MSS-1, core users can access the latest MSS-1 scientific data at all levels, R&D users can access the required level 2 data with a lag of 10 working days, professional users can access the MSS-1 scientific data of the appropriate timeframe and level according to specific protocols, and public users can access the required level 2 data with a lag of 60 working days.
7. The MSS-1 scientific data distribution and sharing services are carried out through online and offline means by the Macao University of Science and Technology and the Northwestern Polytechnic University; the review and confirmation of user types should be completed within 10 working days after receiving user registration applications; a unified MSS-1 scientific data application format should be developed, and the review and distribution should be completed within 10 working days according to the MSS-1 scientific data applications of registered users.
8. Before requesting MSS-1 scientific data, users should register on the designated website as follows:https://mss.must.edu.mo.
Users should apply for MSS-1 scientific data on a need basis, specify the purpose, and undertake not to transfer the acquired MSS-1 scientific data to other parties, provide feedback to the distributor promptly if problems are found in the MSS-1 scientific data during the research and application, cooperate with the distributor to carry out the statistics of the results, and indicate the source of the MSS-1 scientific data when their results are released (e.g. This work utilized the scientific data from the Macau Science Satellite-1, owned by China National Space Administration and the Macau SAR Government).
9. Users' special requests for MSS-1 scientific data and services should be made separately to the representative units of the China National Space Administration and the Macao SAR Government.
10. Users who act inappropriately in applying for or using MSS-1 scientific data will have their subsequent applications restricted. Any organization or individual who uses MSS-1 scientific data without authorization or license, or infringes MSS-1 scientific data intellectual property rights in other inappropriate ways, will be held responsible.
11. The MSS-1 co-developers reserve the right to restrict the distribution of sensitive MSS-1 scientific data, and users must not use MSS-1 scientific data and products for commercial or military purposes.
12. These measures shall be effective from the date of publication. The final right of interpretation of these measures shall rest with the China National Space Administration and the Macao SAR Government.
