We, the representatives of China National Space Administration and ministries, space agencies, institutions of Latin American and Caribbean states,

Taking into account the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, adopted in 1967, as well as the common interest of China and countries of Latin America and the Caribbean region in the peaceful uses of space technology;

We recall that the leaders of China and countries of Latin America and the Caribbean (LAC) region jointly announced the establishment of the China-CELAC Forum in 2014, which has promoted the rapid development of the China-CELAC Comprehensive Partnership of Equality, Mutual Benefit, and Common Development.

We recall that the China- CELAC Joint Action Plan for Cooperation in Key Areas (2022-2024), issued during the Third Ministerial Meeting of the China-CELAC Forum, mentioned that China and LAC will strengthen exchanges and cooperation in the field of space, and actively promote the establishment of a China-LAC space cooperation forum.

We note with appreciation that China has signed space cooperation documents with several countries in Latin America and the Caribbean region, pragmatically promoted China-LAC space exchanges and project cooperation, and completed space cooperation projects, such as the China-Brazil Earth Resources Satellites (CBERS), Venezuelan telecommunications and remote sensing satellites, and Bolivian telecommunications satellite, which have facilitated the utilization of space technology to serve the socio-economic development of China and the countries of Latin America and the Caribbean region, making China-LAC space cooperation an indispensable driving force for South-South cooperation, contributing to the fulfillment of the United Nations 2030 Sustainable Development Goals.

Based on this, we agree on an initiative:

1. To give full play to the role of China-Latin American and Caribbean States Space Cooperation Forum as an information hub, share solutions on space science, space technology, space applications, space education and training, space industry development, raise awareness of space science and space technology in national, regional and international perspectives, discuss on high-quality space development between China and LAC countries.

2. To support capacity building in the application of satellite communications, navigation and earth observation technologies, among others, in the areas of environmental protection, meteorology, agriculture, forestry, water conservancy, transportation, urban planning, disaster prevention and mitigation, especially in addressing climate change and participating in global governance, to build a data-sharing service platform to help realize the United Nations Framework Convention on Climate Change, promoting space technology to better serve the sustainable economic and social development of all countries;

3. To establish a long-term personnel training mechanism, promote cooperation in the education and training of space personnel, encourage exchanges in space science and technology and culture among young people, and attach importance to space science education activities aimed at the public, especially the next generation;

4. To attach great importance to the role of the moon and deep space exploration in promoting human exploration of unknown universe and the extension of human civilization, recognizing the driving role of deep space exploration and space science in space technology and industry, China would like to share cooperation opportunities for lunar and deep space exploration projects, as well as opportunities for research on lunar samples and data;

5. To encourage space cooperation among space agencies, research institutes, industries, universities, and private sectors, promote the integrated development of industry, academia, and research among all sides, and promote space cooperation between China and LAC countries to a higher level;

6. To uphold the central role of the United Nations in outer space affairs, pursue the goal of achieving the 2030 Sustainable Development Goals of the United Nations, jointly participate in consultations on international rules for outer space, promote the long-term sustainability of outer space activities, and safeguard equitable and equal global governance of outer space;

7. To make use of the communication channel of the China-Latin American and Caribbean States Space Cooperation Forum, maintain close coordination and communication, and hold follow-up forums at an appropriate time in light of regional development needs.
