Service Rules for the CHASE Satellite Data

  These rules are formulated for the efficient and convenient open and sharing of the data of CHASE satellite of China National Space Administration (CNSA), in service of the research on the solar and space science and in promotion of the exchanges and cooperation.


  Article 1 The data of CHASE satellite refers to the raw data and relevant auxiliary data obtained by the on-board solar H-alpha imaging spectrograph, as well as the data products that are scientifically calibrated, interpretable by relevant analysis software and directly applicable for scientific research.


  Article 2 The data of CHASE satellite are categorized as:


  Level 0 data: the data product of the raw data acquired by the solar H-alpha imaging spectrograph transmitted by the satellite after pre-processing such as frame synchronization and descrambling.


  Level 1 data: the data product after calibration such as spectral line bending correction, flat-field and dark-field processing and coordinates transformation.


  Level 2 data: the data product obtained after the processing such as radiation intensity calibration and Doppler velocity inversion in accordance with different scientific purposes.


  Article 3 These Rules shall apply to the scientific work, applied research and other activities carried out by the use of the data of CHASE satellite, as well as to the scientific research institutions and individuals engaged in these activities.


  The activities and the subjects carrying out the activities involved in these Rules shall comply with and abide by laws, regulations and relevant policies, respect and protect intellectual property rights, and abide by academic norms.


  Article 4 China National Space Administration (CNSA) shall be responsible for the signing of cooperation agreements between governments and governmental authorities on CHASE satellite data in the space field.


  Article 5 The International Scientific Committee of CHASE satellite shall be established based on Nanjing University. The International Scientific Committee shall be chaired by the chairman and organized in an appropriate form. Main responsibilities include:


  It shall propose in accordance with the needs of scientific research and variations of solar activities the dedicated detection mission of CHASE satellite, including the plans and proposals for joint missions with other institutions and facilities.


  It shall raise or select scientific problems and form research needs, and guide the cooperative research teams to produce scientific research results that come with international influence.


  It shall organize regular and irregular academic activities to promote the research, application, exchanges and cooperation on the use of CHASE satellite data, and promote the exchange and sharing of results and the application in related fields.


  It shall review the summary report of the in-orbit technology test of CHASE satellite, and put forward views on satellite delivery and entering into the operation phase. It shall provide appraisal and advisory suggestions for the release of major application results.


  It shall evaluate on a regular basis the detection tasks, the quality of scientific data acquired, the calibration and inspection and the results sharing.


  Article 6 The distribution and sharing services of CHASE satellite data shall be carried out by the support of Nanjing University.


  Nanjing University shall take users' applications in a unified format, and perform review before online and offline distribution. The stored data products shall be reviewed and distributed within 15 working days upon receipt of the application.


  Article 7 The data of CHASE satellite shall be provided separately as per the user categories. Users are divided into two categories: primary users and other users. Primary users refer to the science and application teams under the framework of the agreement signed by China National Space Administration (CNSA) and those organized by Nanjing University; other users refer to units or individuals who use satellite data to conduct scientific research, public services and other activities.


  Article 8 The data products during the in-orbit test of CHASE satellite shall in principle only open to the primary users who shall obtain on-demand data.


  After the satellite is delivered and put into operation, the primary users can obtain the latest data products at all levels and apply for detection missions to Nanjing University; other users can obtain the required data products 90 working days later.


  Article 9 Users must register and acquire approval actually through the specified website: https: / / ssdc.nju.edu. cn and apply for data as per needs and in a reasonable way.


  Users shall specify the purpose in the application for data and promise not to transfer the obtained data products to the other party, timely inform the distributor in case of problems found with data products in the research and application activities, cooperate with the distributor with results statistics, and indicate the data source in the results (such as: Observation data is from CHASE mission supported by China National Space Administration.).


  Article 10 Users who are identified with inappropriate behaviors in the application or use of CHASE satellite data shall face restrictions on subsequent application.


  Users shall not use the CHASE satellite data to engage in activities that harm the public interests and the legitimate rights and interests of others.


  Article 11 These Rules shall come into force on the date of release. The interpretation of these Rules shall be subject to China National Space Administration (CNSA).
