The Second Meeting of the Interim Council of Asia-Pacific Space Cooperation Organization (APSCO) was held in Beijing from 28-29 November 2006. There were 25 participants from the Signatory States and some observers from Brazil, Mexico, Russian Federation and Sri Lanka being invited to attend the open-Meeting. Up to now, there are nine Signatory States have signed the Convention of APSCO: People’s Republic of Bangladesh, People’s Republic of China, Republic of Indonesia, Islamic Republic of Iran, Mongolia, Islamic Republic of Pakistan, Republic of Peru, the Kingdom of Thailand and Republic of Turkey. Six of them have ratified the APSCO Convention recently. The participants discussed a number of items regarding to its Agenda and took important decisions in respect thereof. The Interim Council formally accorded its acceptance to the Republic of Turkey as a new Member of the Interim Council of APSCO that had signed the APSCO Convention on 01 June 2006. In his working report to the Interim Council, Mr. Luo Ge, the Secretary-General of the Interim Secretariat of APSCO, introduced the activities being carried out by the Secretariat during the year 2006 and the future plan for 2007. The main contains of the plan are going to promote the ratification of the APSCO Convention; to prepare of the Legal Documents in order to facilitate the proper functioning of the Organization; to arrange the technical training program (short-term or long-term) for the human resources development and capacity building of the Signatory States of APSCO as well as to organize the Workshops etc. The Interim Council also discussed in detail and adopted the Draft Rules of Procedure for APSCO Council.
