On March 21, 2005, Mr. Sun Laiyan, Administrator of CNSA met Mr. Guillermo Moreno, Secretary of Communications, Federal Planning and Public Invest and Argentina delegation. Both sides exchanged ideas on space cooperation between China and Argentina. Mr. Jin Zhuanglong, Vice-Administrator of CNSA, participated the talk.

Administrator Sun Laiyan first expressed his admiration for the cooperation partnership established by Chinese and Argentinean leaders. He said that Chinese leader visited Argentina after Argentinean President's visit to China in 2004. During Chinese President Hu Jintao's visit to Agentina, CNSA and Argentinean Committee on Space Activities signed Framework Agreement on the Technology Cooperation in Peaceful Using Outer Space, which plays solid foundation in law for space cooperation between the two countries. China and Argentina have great potential in cooperation and complementary. CNSA is willing to conduct space cooperation following the principle of “respect for each other, mutual benefit in cooperation, peaceful use, common development."

During the talk, Administrator Sun Laiyan said that the field for the cooperation between China and Argentina is wide. China is willing to provide commercial launch service, satellite components, communication satellite platform and so on. Mr. Moreno expressed that Argentina hoped to cooperate with China on satellite operation in the way of “south-to-south cooperation". At present，Argentina and South America urgently need  communication satellite and related service, so China is wished to participate actively. Argentina Ambassador invited Administrator Sun Laiyan to visit Argentina at a proper time when the discussion on space cooperation will be held.
