On March 2, 2005, Mr. Zhang Yunchuan, Minister of COSTIND and Chairman of the Lunar Orbit Working Group (LOWG), Mr. Sun Laiyan, the Vice-Minister of COSTIND, Administrator of CNSA and Vice-Chairman of LOWG, and Mr. Jin Zhuanglong, Secretary General of COSTIND and Vice-Administrator of CNSA, inspected the satellite system of lunar orbiting project in China Academy of Space Technology (CAST) and worked on the spot, accompanied by other members from LOWG.

Mr. Zhang Yunchuan made an important speech after the report by Mr. Ye Peijian, Chief-Engineer of the satellite system of the project. Mr. Zhang Yunchuan pointed out that 2005 is the crucial year for lunar exploration program. The prototype development and the flight model construction of Chang'e satellite with high quality should be completed this year with scientific and practical attitude in every development step. Strict regulation for every mission should be worked out. The idea on what to do should be sure of without trust to luck. He thought that the project will not be completely successful without elaborate organization, repeated examination, meticulous care, high quality and every practicable step.

Mr. Ye Peijian introduced that CAST attaches the greatest importance on quality, safety and strengthening progress control. CAST also centered on quality which is more important than schedule. The quality of every step in the project development should be assured. The concept of zero defect is adopted in management. The process is strictly controlled. No problem should let pass for the quality control in order to ensure the successful maiden launch of lunar orbiting project. Now the development of Chang'e-1 is going on well with good quality.  The flight model of Chang'e-1 will be built from this August.
