On 13 June, 2007, Mr. Sun Laiyan, Deputy Minister of the Commission of Science, Technology and Industry for National Defense and Administrator of CNSA, had an interview with the visiting Minister of Advanced Education & Scientific Research of Algeria, Mr. Rachid Harraoubia, and both parties had a thorough exchange of views on strengthening the cooperation in space sector between China and Algeria.

Subsequently, Mr. Sun Laiyan, and Mr. Djamel Eddine Grine, the Algeria Ambassador to China, signed together 《the Memorandum of Understanding Between CNSA & Algeria-SA on Space Technology and Space Application Cooperation》to confirm the disposition to develop the cooperation between both parties in the sectors of earth observation, communication and satellite navigation as well as satellite launch service, which laid a foundation for the space cooperation between China and Algeria.
