On May 24 2007, Mr. Sun Laiyan, Deputy Minister of COSTIND and Administrator of CNSA, signed Charter on Cooperation in Coordinating and Utilizing Space Facilities during Serious Natural or Technical Disaster (Charter on Disaster Reduction Cooperation for short) in HQ of ESA in Paris, and this indicates that China becomes a full member of the international disaster reduction cooperation mechanism.
Charter on Disaster Reduction Cooperation is a disaster reduction cooperation mechanism initiated and established by ESA and Canadian Space Agency. It utilizes the satellite resources provided by other members and provides with related data and information for the countries suffering from serious disasters, so as to assist them to monitor and assess the disaster.
Since it was put into service formally in 2000, the mechanism has provided various data for some countries, including data on flood, landslide, earthquake, forest fire, hurricane, and volcano and so on; and up to the present, the space organizations from 7 countries have entered into Charter on Disaster Reduction Cooperation. In 2004, Office for Outer Space Affairs of UN became a partner and authorized user of the mechanism.
