On October 13, 2009, Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin held the 14th regular meeting between Chinese and Russian prime ministers in Beijing. During the meeting, “2010-2012 China-Russia Space Cooperation Project Outline” was signed by both sides. Dr. Sun Laiyan, Administrator of China National Space Administration signed on the Outline on behalf of the China side.

The mechanism of regular meeting between Chinese and Russian prime ministers was jointly founded by the presidents of both countries in April, 1996. According to the agreement, the prime ministers of both countries will meet annually to exchange opinions concerning the bilateral cooperation and important international issues of both interests.
